Extract the zip-archive with your zip program:
- Open WinZip and press the button -Extract-
- unzip into your poser, and the files will be placed in the correct folders:

In Poser, load Victoria 3, go to your pose libraries, choose Ilse,
you will find the INJ morphs, and the MAT pose files to apply the textures.
