Place the .abr files in your Adobe/Photoshop/Presets/Brushes folder. Or the folder you store your brushes in.

Usage Tips or Limitations:

SOME TIPS!

The Fractal Flakes may require 2 or even 3 layers. It's best to put them on their own layer until you see how they do. The sparse ones tend to be VERY light, so doubling or even tripling the layers may be required. 
Use the smaller ones to create sparkles---size the brush down to 20-40, then swipe across the area you want to sparkle. Use a outer glow layer style, or use a layer style of your choice. You can even use a few of them to create a diverse sparkle or magic trail.
